MEMBER OF PARLIAMENT ,RAJYA SABHA

The Member of Parliament Local Area Development Division is entrusted with the responsibility of implementation of Member of Parliament Local Area Development Scheme (MPLADS). Under the scheme, each MP has the choice to suggest to the District Collector for, works to the tune of Rs.5 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State from where he/she has been elected. The Nominated Members of the Lok Sabha and Rajya Sabha may select any Districts from any State in the Country for implementation of their choice of work under the scheme. The Department has issued the guidelines on Scheme Concept, implementation, and monitoring. The Department has initiated all necessary steps to ensure that the scheme is successfully implemented in the field. The progress of the works being implemented under the scheme is monitored on a regular basis.

General Hospital, Ernakulam

General Hospital, Ernakulam is a 783-bedded multi specialty hospital and is one of the most well-equipped government hospitals in Kerala. It is situated in the heart of the Kochi City. General Hospital, Ernakulam is the first Government hospital to obtain NABH accreditation in Kerala. The hospital was started in 1845 by the then Maharaja of Cochin. Since then, the Hospital has come a long way with the commitment and passion of dedicated healthcare professionals. The hospital administration was taken over by Government of Kerala after the State was formed, and is presently under the control over the Directorate of Health Services. The hospital situated in the heart of Kochi City is the only hospital with facilities to treat cancer patients in the Government sector apart from the medical colleges. The hospital caters its service to entire Ernakulum District and other neighbouring districts like Trissur, Kottayam, Alapuzha and Idukki. We have to our credit numerous path-breaking achievements in the field, which is indeed the result of our undeterred pursuit of excellence in healthcare.

Oncology Department of General Hospital, Ernakulam is one of the busiest sections of the institution and is one of the biggest in Government sector. Around 300 new cancer cases are detected in this department every month, which is even more than that in a Government Medical College. Radiotherapy Department renders its service to around 100 patients per day. Being one of the biggest Oncology centers in Kerala, it is imperative to install the modern facilities like Linear Accelerator in General Hospital Ernakulam. We consider ourselves extremely privileged that you have extended a helping hand by allotting Rs.50/- Lakhs for the purchase of Linear Accelerator, which would be a great help to our oncology patients, who are mainly from poor socio‑economic class.

The Hospital has received Administrative sanction for the purchase and installation of linear accelerator (LINAC) in General Hospital, Ernakulam as per Order No.RA1/1486/14-15/DPO/EKM/MPLADS/PR-002 Dated 22.11.2014, Order No. RA1/1486/14-15/DPO/EKM/MPLADS/PR-002 Dated 13.03.2015 and Fifth Revised Administrative Sanction Order No. RA1/1486/14-15/DPO/EKM/MPLADS/PR‑002 Dated 01.09.2015 by utilizing the fund sponsored by Sri. P. Rajeev Ex-MP (RS) (Rs.1 Crore), Dr. B. Jayashree MP (RS) (Rs.75 Lakhs), Sri. Mrinal Miri MP (RS) (Rs.25 Lakhs), Sri. H.K. Dua MP (RS) (Rs.40 Lakhs), Dr. Ashok S. Ganguly MP (RS) (Rs.25 Lakhs), Sri. K.T.S. Tulsi MP (RS) (Rs.50 Lakhs), Sri. K. Parasaran MP (RS) (Rs.25. Lakhs), Sri. C. P. Narayanan M. P. (RS) (1.50 Crores) and funds sponsored from CRS fund of Agencies/Firms (Rs. 3.10 Crores).

A Technical committee was constituted, which approved the proposal for the purchase of LINAC and decided to invite tender. Tender was invited as per notice No.C1‑6050/2014 Dated 15.12.2014 and date for tender submission was extended to one month as per notice No.C1-6050/2014 Dated 19.01.2015. After negotiation conducted at the chamber of the District Collector in the presence of Sri. P. Rajeev, Ex‑MP, with M/s ELEKTA LTD, LINAC HOUSE, CRAWLEY, WEST SUSSEX, UK, the Technical committee approved the tender. Purchase Order/Work Order has been issued to Elekta after getting the approval of Hospital Development Society in the meeting held on 27.07.2015. A copy of the Purchase Order/Work Order is attached herewith.

The Foundation stone was laid on Thursday 03.09.2015 by Sri. H. K. Dua MP in the presense Sri. P. Rajeev Ex. MP, Sri. C. P. Narayanan MP, Sri. Hibi Eden MLA, Sri. M. G. Rajamanickam I.A.S District Collector, Commodore. K Subrahmaniam (Chairman & MD, Cochin Shipyard Ltd), Sri. Prasad Panicker (Executive director, BPCL Cochin Refinery) and Smt. Sujatha Karunakaran (DGM, Canara Bank).

Following this, the company has started the process of building the Special Block for Linear Accelerator. It is expected to be completed in a period of six to nine months. We will update you with regard to the progress of the work periodically.
